How to write and submit a proposal.
MOSIS Research Account Proposal
When To Submit Your Proposal
Proposals must be submitted at least three (3) weeks before the
scheduled run on which the chip is to be fabricated, but no earlier
than 12 months before you submit final layout for fabrication.
A proposal can be submitted only after your account has been
established and your faculty account liaison has received the account
number and password from MOSIS.
Proposal Content
The account number must appear in the body of the e-mail message
accompanying your proposal, not in the subject line nor anywhere in
your proposal: not even on the cover sheet.
Proposals are generally three (3) pages in length but may be longer to
completely describe the project, and contain:
Limit your proposal to the fabrication of one chip, no larger than 16
mm².
Include a cover sheet (not part of the page count, and not as a
separate file) with your proposal:

Packaging
To request some or all of your parts be packaged, send a purchase
order in the amount to cover the cost of packaging, and be sure to
complete the packaging section when you send your
New Project or the appropriate
Fabrication Request. See the MOSIS Web site for

Dean's Certification
MOSIS will subsidize the fabrication costs of one chip per university
(or per university campus, in the case of state universities with
multiple campuses) per year, with a chip area not to exceed 16 square
millimeters. When sending the proposal for this project, include a
letter from the Dean certifying that the applicant does not have
external funding for the research project related to the design and
fabrication of the chip described in the MEP Research proposal
submitted to MOSIS.
Proposal Notification
The review board will notify you by e-mail of their decision to
approve or reject your proposal. Notices are generally sent within
three weeks from the time MOSIS receives your proposal.
The Approval messages will tell you what MOSIS has authorize you
to submit and will contain
- Title of the proposal approved
- Design size authorized
- Fabrication technology to use
- MEP account number
- Approval ID Code
The approval id code is valid for 12 months, and only for the project
described in the notification letter.
Designs are evaluated on their merit based on information provided in
the research proposal. A proposal may be rejected because it did not
describe your project well enough so we can judge it fairly. In such
a case, the e-mail notification will make recommendations and invite
you to submit again.
Not every proposal receives a fabrication grant.
When a project does not
qualify for fabrication subsidized by MOSIS, you can submit your
design through your organization's commercial account. Discount
prices in the MEP-offered technologies are available for projects and
academic institutions that don't qualify for MEP grants.
